During Marti’s tenure on the Vallejo City Council, she successfully spearheaded bringing the first city-wide Participatory Budgeting (PB) process in the United States to the City of Vallejo (www.pbvallejo.org), joining the Health Eating, Active Living (HEAL) Campaign, establishing a Community Benefits District Ordinance, removing Binding Interest Arbitration from the City Charter, launching the ‘Reinventing City Government’ Speaker Series, promoting a comprehensive General Plan Update including the city’s first-ever Community Health Element, sponsoring a progressive Medical Marijuana Dispensary ordinance and tax, and advocating for government efficiencies via City Charter amendments and Inter-public agency cost savings and service-sharing.
Currently, Marti is the City Manager of the City of Willows in Northern California. Prior to her appointment, Marti was the General Manager of the Kensington Police Protection and Community Service District; the City Manager of the City of Marysville; and the Community Develop Director of the City of Arvin. Marti was also the Executive Director of the North Franklin District Business Association – a non-profit corporation representing 600 businesses and more than 150 property owners in the “Latino District” of South Sacramento.
Prior to being elected to office, Marti also Co-Chaired the Vallejo Waterfront Coalition (VWC), where she was instrumental in negotiating a 10-month long settlement agreement between Callahan-DeSilva, the Waterfront Master Plan Developer, and the Vallejo Redevelopment Agency guaranteeing an additional four-acres of public open space for Vallejo residents on the Waterfront, increasing view corridors and animal habitat, and improving the Project’s overall design and architecture. The VWC won the Clearwater Award for Excellence on the Waterfront in 2005 for its proposed Vallejo Waterfront Community Plan and its tremendous effort to improve community involvement and participation in the development of Vallejo’s Waterfront.
Marti completed her Masters of Business Administration from Hope International University, her Master of Arts in Geography from San Francisco State with a concentration in Resource Management and Environmental Planning, and her Bachelor of Arts Degree in Environmental Studies from the former World College West.
