Elba has an inspiring background as a native of Mexico who moved to the United States when she was only a year old while her father earned a PhD in Agricultural Economics. She moved back to Mexico at age 5 before gaining permanent residency at age 11, and eventually citizenship in the United States at age 18. At age 12, Elba permanently moved to Napa. Elba is an active member in her community, serving as the President of the Board of Directors for Puertas Abiertas Community Resource Center; Board Director for Community Foundation of Napa Valley; Commissioner of First 5 Napa County; and Committee Member of grassroots healthcare network Bi-National Health Alliance of Napa County. Elba also volunteers her time as a mentor at Puente, a Napa Valley College program focused on helping first-generation Latino students gain access to higher education. Elba graduated from the University of California, Davis with a Bachelor’s Degree in International Relations. She is also a licensed Life, Accident and Health Insurance Broker with the State of California. She plans to obtain her Master’s in Business Administration in the near future.
